This is basically showing a scene where Amon has created a full attack on republic city, and despite her tries Korra is forced by her friends to flee the city.Its there that she fully realizes all that she's responsible for. Defeated, scared and in alot of pain she wishes she could run away from her fate...but she's the Avatar. She has to deal with it.
