Bill's Ranch. You can do the repeatable quests from Purvis and Larry and Klaus.
DMP if you can find a good crew.

I agree with lazy bonz.
Go to Zen Gardens only once you're 3.5. Maybe a little lower, but if you're a little lower, stay with Kokeshi Dolls.
