I thought about this after seeing the 3ds game.

There isn't a focus outbreak, but there might be one somewhere along the lines.

This story takes place two years after Resident Evil 5. [Anything in red will be explained at the end]

Somebody finds Wesker's burned up body at a beach somewhere, and reports it to B.S.A.A. However they are unable to identify him due to him being burned to a crisp. The burns were so bad they couldn't even tell his gender. The blood sample they took was incomplete so they thought the body was Alice Wesker.

Seeing as the person they found was somehow still alive they operate thinking that they were Alice.

Two years later [At the start of the story] The 'girl' they found still didn't wake up. But her recovery seems to be going well. Her hair grew back quite well, and there are no burn scars. But she still won't wake up.

Meanwhile Ecila Wesker has a mental break down steals samples of the t-virus from somewhere, and she is out to get revenge on Chris for killing her father, and for Alice's coma.

However the real Alice who lived in Chicago was relocated in New York so Ecila actually believed her sister was in cusody.

Alice, and Ecila Wesker = Twin sisters from the fan fictions Persona Alice ecilA [As well as Daughter of Evil, and Crow of Death as side characters] Albert Wesker actually had nothing to do with raising the two girls.

Ecila idolized her father, while on the other hand Alice despised him. They also symbolize a half of Wesker. Ecila as a scientist, and Alice as a member of S.T.A.R.S.

Well seeing as thou Resident evil 6 is coming out i dont know lol but what you should do is something along the line of a operation racoon city lol razz or like a followup if you beat the good storymode for the USS(Umbrella Security Service.)
