In regards to the article I was reading, the dog had managed to jump their fence, brought in to a place where its microchip was scanned, and the information on it was still the shelter's information (from where it was adopted). When the family learned of their dog's location, they went to get it but the shelter refused to return it. Guess they kept saying things like they were terrible owners and what not. Definitely a strange case, especially since they haven't been very cooperative when news reporters and the like called the shelter to get their side of the story (i.e. hanging up, saying they don't know what their talking about, etc.)
From the information provided, the only thing I can tell that seems odd is that the microchip's information wasn't updated with the current owner's. With our shelter, when an animal is adopted, we usually take care of updating the information right away. So, it seems odd this shelter didn't do it too.
Wish there was a bit more information provided on why the shelter is refusing to return the dog. Based on how the family is talking, it doesn't seem like a reoccurring incident.
