1) Consistency is important. The more copies of a card there are in your deck the better chance you have of drawing it.

3) There's a difference between cards you like and cards you should put into your deck. The difference is, for example, I love Night Stone. I had in in my deck from Base Set to Hannah and the Ice Caves. But with Curse of Maraqua's Pirate Cutlass available I dropped the stone for a card that not only helps my main arenas but also nets a copy for each other neopet in play that doesn't have one.

4) The smaller your deck is, the easier it is going to be to draw the cards you need. A 40-60 card deck is optimal for Neopets depending on your strategy. A common rookie mistake os making 80-100 card decks and expect to draw the cards they need and end up wondering why they never draw it.

And one last thing, you're a rookie, not a newbie or n00b. TCG's are slowly becoming known as Mental Sports (i.e. Chess, Go, and Poker). And sports don't have newbies, they have rookies. Just keep that in mind and remember that if you stick with it people will eventually recognize you as a veteran.
