how exactly do you have a random Metagross in that lot of pokemon>?

After you beat the game, the fabled Old pokemon start appearing... xD

It's like they were hiding from Team Plasma... Imagine my surprise when I just happen to be training lower level pokemon and I run into a wild lv60 Milotic... on route one whee
