So you go to Silph Co. and see an elevator, right? Unless you're blind or something, sorry. Apparently you can get Rotom to fix it up, and doing so will bring you to a room where Rotom can possess appliances.
Do you need a special, downloaded Rotom to do this? Or any kind of Rotom?
