I imagine that "he" is a prisoner inside this torture camp run by some dictator and that "she" is a healer that works - by force - for the dictator and she is illegally healing him, because they are in love.

"All said in slow murmurs." Makes me think of them confessing their love and the last line relates to how they know it can never be.

Sorry if that was confusing/weird, just what I thought of . . . sweatdrop
