His true form is only shown at the end of the series, during the rest of the series he is either not shown when speaking or is a shadow. Deep Blue is a mysterious leader who guides the Cyniclons in their quest to take over earth. They can be created by sending a jellyfish-like parasite thing into an animal or by taking a human's spirit and fusing the parasite and spirit together.
