Um, I'm not sure about the "flirt like crazy" thing...but that's because I generally don't believe being subtle where boys are concerned (some of them can be really dense, even if you flirt like crazy). I don't know. I'd keep things open and friendly, just the way it is, and see what happens. There's been plenty of couples who were friends first. If you build up a platonic relationship well and with patience, he'll come to see that he can trust you, and share his ideas with you, and communicate with you; ultimately, that's what constitutes a big part of liking someone anyway, in my opinion.

If you don't like being passive, you can always confess first. Tell him that you're interested, that you understand if he needs time to think about it first, and that you don't mind still being friends if he doesn't feel like getting into anything yet. At least then, you'll have made your feelings clear and out in the open for consideration. That would be better that harboring unsettled emotions in secret and regretting about it later.
