I've had some people try and argue that very topic, and it's weak.
The thing about Gaia is, just because someone may be breaking other (and possibly worse) rules out there does not in fact give you a free pass. This does mean we do things like enforce the signature limits if they're brought to our attention.
If we lived in a world that only focused on the super-serious things, we'd never get anything done. A balance is taken normally. In real life would you expect to get out of wearing your seatbelt just because there's a murderer out there? If you're one of those people who argue to the ticketing officer that other people doing bad things means you should get a free pass, you need to take a step back. Because you're not that important.
How I moderate is usually I'll pick a forum queue and then go through the reports in them till they're at 0. This means I get everything reported in it (sometimes this can span back a few days or more depending on the traffic and volume of reports coming in). So all of the reports that need actioning are actioned. I'd rather take the 5 seconds it takes to sort a signature out than skipping it completely because someone else is cybering.
Ultimately it comes down to you. If you break the rules and are caught, don't cry and whine because someone else is being naughty. It's not about them, it's about you. Man (or woman) up to what you did. Because what you did is the only relevant thing in the situation.
